Role Overview
The Senior Technical Public Tendering Specialist plays a dual role: combining technical understanding of artificial intelligence models and applications, with business acumen in public tendering and proposal management. This position is responsible for developing compliant, competitive, and technically robust proposals for AI projects across public sectors in target regions.
The senior specialist bridges technical and business teams, ensuring that proposals not only meet client requirements but also demonstrate innovation, scalability, and compliance with emerging AI standards and closely align with our technology stack.
Key Responsibilities
Tendering & Business Strategy
- Monitor, track, and evaluate AI-related tender opportunities across government, local and international markets.
- Analyze tender requirements (RFPs, RFQs, ITTs) to ensure compliance with technical, legal, ethical and commercial conditions.
- Coordinate cross-functional inputs with engineering, data science, product, finance and legal to build complete submissions.
- Manage timelines and submission logistics, ensuring all proposals are delivered on time and meet formatting and procedural rules.

- Structure financial models and pricing for AI projects, balancing competitiveness and profitability.
- Coordinate negotiations and clarifications with tendering authorities.
Technical Input & Proposal Development
- Translate AI/ML concepts (NLP, computer vision, generative AI, predictive analytics, etc.) into clear, compelling proposal content.
- Work with AI engineers, data scientists, and solution architects to prepare technical documents, architectures, and implementation plans.
- Ensure compliance with AI-specific requirements (e.g., GDPR, data residency, model explainability, security, ethical AI guidelines, and forthcoming EU AI Act regulations).
- Develop reusable technical libraries including case studies, algorithms used, deployment architectures, and success metrics.
- Contribute to system design, proof-of-concept strategies, and technical appendices for tenders.
- Support evaluation of feasibility, risks, and resource requirements for AI tender submissions.
Knowledge Management & Continuous Improvement
- Maintain an up-to-date repository of AI proposal content, certifications, compliance statements, and technical references.
- Track tender results, perform win/loss analysis, and provide insights to improve technical and commercial competitiveness.
- Stay current with AI procurement trends, technical standards (ISO/IEC AI standards), and regulatory frameworks.
- Benchmark competitor solutions and identify differentiators for proposals.
Qualifications & Skills
- Bachelor’s or Master’s degree in Computer Science, Data Science, Engineering, or Business with strong technical exposure to AI.
- 4–7 years of experience in tendering, bid management, or proposal development in AI, IT, or emerging technologies.
- Solid understanding of AI/ML technologies, architectures, and deployment models (cloud, on-premise, hybrid).
- Familiarity with ethical AI principles, data governance, and security standards.
- Strong technical writing and editing skills; able to simplify complex AI concepts for non-technical evaluators.
- Proven project management skills with ability to coordinate across technical and business teams.
- Proficiency in MS Office Suite, project collaboration tools, and proposal automation platforms.
Preferred Attributes
- Hands-on exposure to AI/ML projects (e.g., developing proof-of-concepts, AI model integration).
- Experience preparing technical and financial documentation for government AI tenders.
- Knowledge of international procurement standards (World Bank, EU, UN, GCC, etc.).
- APMP, PMP, or relevant certifications are a plus.
Additional Details:
- This is a full-time work from office role. Open to candidates already based in the United Arab Emirates and able to commute to office daily. Relocation not covered. Ruya will sponsor the employee for residency.
- Salary range:
- 20,000 AED to 35,000 AED per month.
- Equity package grant in the amount of AED 240K - 420K vested annually over 4 years of employment.
